ÜSKÜDAR UNIVERSITY ADDICTION PRACTICE AND RESEARCH CENTER REGULATION
FIRST SECTION
Purpose, Scope, Legal Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the objectives, areas of activity, governing bodies, duties of governing bodies, and the procedures and principles of the operation of the Üsküdar University Addiction Practice and Research Center.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions related to the objectives, areas of activity, governing bodies, duties of governing bodies, and the working procedures of the Üsküdar University Addiction Practice and Research Center.
Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on subparagraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.
Definitions
ARTICLE 4 – (1) The terms used in this Regulation refer to the following:
a) Center: Üsküdar University Addiction Practice and Research Center,
b) Director: The Director of the Center,
c) Board of Trustees: Üsküdar University Board of Trustees,
d) Rector: The Rector of Üsküdar University,
e) University: Üsküdar University,
f) Governing Board: The Governing Board of the Center.
SECOND SECTION
Objectives and Areas of Activity of the Center
Objectives of the Center
ARTICLE 5 – (1) The objectives of the Center are as follows:
a) To evaluate addiction research and practices.
b) To support the training of researchers in the field of addiction research and practice.
c) To introduce addiction research and practices to students during psychology education.
d) To organize training to ensure that addiction research and practice methods are applied only by professionals authorized in these fields.
e) To establish a center with international competitiveness in the field of addiction in our country.
f) To form development and support groups aimed at clinical practices in the field of addiction.
g) To prevent the development of addiction in society.
Areas of Activity of the Center
ARTICLE 6 – (1) To achieve the objectives set forth in Article 5, the Center carries out activities in the following areas:
a) To provide training for psychologists and physicians to authorize them in order to prevent the application of addiction treatment methods by non-professionals.
b) To collaborate with other research centers and laboratories to conduct research.
c) To prepare scientific research projects at national and international levels and form working groups to implement these projects.
d) To support scientific studies and projects domestically and internationally in line with the Center's objectives, and to organize national and international congresses, conferences, symposiums, seminars, panels, courses, and similar scientific events.
THIRD SECTION
Governing Bodies of the Center, Working Groups, and Their Duties
Governing Bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
a) Director.
b) Governing Board.
c) Advisory Board.
Director and Duties
ARTICLE 8 – (1) The Director is appointed by the Rector from among the academic staff of the University for a period of three years. The Director serves as a full-time administrator. The term of office of the Director may be renewed. If the Director is unable to serve for more than six months, their term ends.
(2) The duties of the Director are as follows:
a) To represent the Center.
b) To implement the decisions of the Governing Board and the work program.
c) To manage the Center in accordance with its objectives.
d) To coordinate programs and activities.
e) To prepare the annual activity report of the Center and the work program for the following year and submit them to the Rector for approval after obtaining the Governing Board's opinion.
f) To prepare work programs, propose them to the Governing Board, and supervise and guide the work groups formed by the Governing Board.
g) To inform the Governing Board about the activities, plans, programs, and projects of the work groups.
h) To organize, guide, and supervise the organization of training programs, courses, workshops, congresses, certificate programs, symposiums, seminars, and similar programs and projects.
i) To present proposals regarding personnel recruitment and appointments to the Rector.
(3) Deputy directors may be appointed by the Rector upon the recommendation of the Director to assist the Director in their duties. When the Director's term ends, the terms of the deputy directors also end.
Governing Board and Duties
ARTICLE 9 – (1) The Governing Board consists of the Director and four members appointed by the Rector from among the academic staff of the University. The Director chairs the meetings of the Governing Board. The term of office of the members of the Governing Board is three years, and their terms may be renewed.
(2) The Governing Board meets at least twice a year at the invitation of the Director and when necessary for extraordinary meetings. The Governing Board meets with the absolute majority of the total number of members and decisions are made by majority vote.
(3) The duties of the Governing Board are as follows:
a) To make decisions regarding the preparation and planning of training programs related to the activities of the Center, the determination of participation conditions, and the coordination with the units providing the training.
b) To determine the principles for the preparation of the activity report and to evaluate the submitted report.
c) To determine the principles for the preparation of the work program for the next period and to evaluate the submitted report.
d) To organize participation certificates, achievement certificates, and similar documents for the completion of the training programs.
Advisory Board and Duties
ARTICLE 10 – (1) The Advisory Board consists of at least five members, appointed by the Rector from among the academic staff of the University and external national and international individuals or organizations who are considered to contribute to the activities of the Center. The Director chairs the meetings of the Advisory Board.
(2) The term of office of the members of the Advisory Board is three years, and their terms may be renewed.
(3) The Advisory Board provides evaluations and advisory opinions on the activities of the Center.
(4) The Advisory Board meets once a year in an ordinary session. The Director may convene the Advisory Board for an extraordinary session when deemed necessary. The Advisory Board meets with the absolute majority of the total number of members.
(5) The duties of the Advisory Board are as follows:
a) To evaluate the activities of the Center and make recommendations.
b) To provide consultancy to the Governing Board on activities.
c) To facilitate cooperation among relevant organizations and make suggestions regarding the activities of the Center.
Working Units and Duties
ARTICLE 11 – (1) To increase the efficiency and effectiveness of activities related to the Center's areas of focus, permanent or temporary working units may be established for projects, publications, field research, public relations, and similar activities. The working units consist of relevant personnel from the University, responsible for planning, coordinating, and carrying out activities under the direction of the head of the working unit or a member of the Governing Board.
(2) Working units are established with the approval of the Rector upon the recommendation of the Director. They meet under the chairmanship of a person appointed by the Rector on the recommendation of the head of the working unit or the Director, and they make recommendations to the Director on their activities. The personnel in the working units are appointed by the Rector for periods determined by the Governing Board. The Director supervises and monitors the activities of the working units. The term of office of a working unit member may be extended by the Governing Board.
FOURTH SECTION
Miscellaneous and Final Provisions
Personnel Needs
ARTICLE 12 – (1) The academic, technical, and administrative personnel needs of the Center are met by personnel appointed by the Rector upon the recommendation of the Director in accordance with Article 13 of Law No. 2547.
Spending Authority
ARTICLE 13 – (1) The spending authority of the Center is the Rector. The Rector may delegate this authority to the Director.
Situations Not Covered
ARTICLE 14 – (1) In cases not covered by this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Governing Board apply.
Enforcement
ARTICLE 15 – (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 16 – (1) The provisions of this Regulation are executed by the Rector of Üsküdar University.
